Corporation rule interpretations:

 

The following is the clarification of rule 3.04.

3.04 rule Clarification Questions:

 Possible questions were:
1. A male could not be on the field when a certified female coach was not present at the game.
2. The game needed to have teeth in it and the rule said that the game may be forfeited if the coach was
not at the game. When would the forfeit happen?
3. Now what happens if the female coach comes and leaves prior to the end of the game?

ANSWERS:
1. The team in violation will not be allowed to have base coaches on the field until a certified female
coach arrives and is able to go onto the field.
2. Failure to have a certified female coach on the field when the game attains a regulation game (31/2
innings with the home team ahead) status will result in a forfeit.
3. If the certified female coach must leave for an emergency due to an injury of one of the team
players, the game MAY RESULT in a forfeit.  If the certified female coach leaves the game for
any other reason and is not replaced by another certified female coach, the game WILL BE FORFEITED.

Can you guess who the umpires are?

A summary of protests at the 2004 All Star tournament are summarized below.  Take a look, they will probably be on next year's test.

 

Summary of Protests at the 2004 All Star Tournament

 

Out of seventeen protests, only one was upheld.  The following is a summary of those situations that were recorded.  They fall into three main categories; judgment calls by the umpire, player participation, and equipment.

 

Judgment Calls

 Situation:  Kicker draws throw to first, beats throw, it is bobbled, runner from third advances home, first base coach touches ball.

Umpire call:  Kicker is out on coach offensive interference, run has scored.

Defensive team protest: Runner had not left third when coach touched ball, run should not score (send runner back to third).

Ruling:  All umpires state player was past home when interference occurred, run scores.

 

Situation:  Defensive throw at first runner coming home, ball rebounds and touches the on-deck player in the circle before second runner crosses plate.

Umpire call:  On-deck player did not attempt to avoid the ball, therefore offensive interference, second runner returned to third.

Protest:  Offensive coaches say ball did not touch on-deck kicker and she remained in the circle.

Effect:  Protest denied, only one one scores, no out given (immediate dead ball).

 

Situation:  Kicker is running to first in fair territory.  Thrown ball hits her above the waist.

Umpire call:  Safe at first, the throw was an attempted peg, not a play at first.

Defensive team protest:  Runner interfered with throw to first.

Effect:  Protest denied, kicker safe.

 

Situation:  Defensive coach protests that pitches are above the waist

Umpire call:  legal pitch

Effect:  Protest denied

 

Situation:  Kicker runner falls in outfield after touching first base and is tagged.

Umpire call:  Safe, no intent to advance

Defensive team protest:  Runner was in fair territory and making an attempt

Effect:  Protest denied

 

Situation:  Kicker runner falls after touching first base in outfield and is tagged.

Umpire call:  Out, intent to advance

Offensive team protest:  Although runner was in fair territory she was not making an attempt

Effect:  Protest denied (Note – prior kicker had advanced to third on a bunt with a good, but late throw to first).

 

Situation:  Off balance kicker swipes at ball, putting it in fair territory.  The runner on 1st advanced to third on coach instruction.

Umpire call:  Strike, not a legal kick.

Offensive team protest:  It was a legal kick.

Effect:  Protest denied.  Runner returns to first.

 

Situation:  Play at first, wild throw causes baseman to collide with the kicker-runner.  Kicker-runner does not touch orange.  Ball is not in control of baseman.  Runner returns to white, baseman returns ball to white.

Umpire call:  Safe

Defensive team protest:  Kicker-runner must touch orange.

Effect:  Protest denied, kicker had passed orange, it “ceases to exist” and properly returned to white before the ball.

 

Equipment

Situation:  Illegal equipment (hard and unyielding shin guard) on player

Effect:  All previous plays stand, charged time out to offending team.

Protest upheld

 

Situation:  Illegal equipment (legal ankle brace) on player

Protest denied

 

Situation:  Illegal equipment (legal ankle brace) on player covered with a sock.

Protest denied

 

Player Participation

Situation:  Player on the current roster was not listed on the roster of an earlier game.

Protest:  Player participation, therefore a forfeit.

Effect:  Protest denied; prior game has no bearing on current game.

 

Situation:  Top of 4th inning.  Player 11 was inserted for player 1.  Prior to first pitch, player 2 was removed and player 1 returned. 

Umpire call:  Harmless mistake

Protest:  Announced substitution (Player 1 removed from game)

Effect:  Protest denied.  All players were satisfying the participation requirement.   A subsequent rule states that a player is in the game when she assumes a defensive position or comes to kick, announced or not.  So player 1 could go back onto the field for player 2, unannounced, and would legally be in the game.  No player participation issue.
